Here’s a good handbook on the process of how to sue the police in Small Claims Court, in Ontario, Canada. Even if you are not in Ontario you may find it helpful. The principles will be the same, the process will vary from jurisdiction to jurisdiction, so you need to find your own equivalent in your area.
Remember that these self help guides and processes are supposed to be publicly available to anyone so you know how to file and prosecute using the local courts. Find your local processes and procedures, rules, guides, policies and laws…then follow them. It really is step-by-step that you can do.
